Xeus-GP first official release (0.0.0)

Dear PARI lovers,

I am pleased to announce the first release of xeus-gp 0.0.0 !

Xeus-GP is a Jupyter [1] kernel for PARI/GP based on xeus [2].

The interface has been designed to mirror the behaviour of GP.
