not reading .gprc on win32 

Hi,

I installed 2.2.12-beta on win32 from the official distribution
package.  I noticed 2 issues.  First, MPQS factorization sometimes
fails if TMPDIR or GPTMPDIR is not set.  I would make a win32-specific
FAQ entry out of this, and/or pop up a window at the end of the
installation telling user to set the variable. 

The other issue is that .gprc is read on startup only if gp.exe is run
from the installation directory.  If I add the installation directory
to PATH and run gp from command shell, it's not read.  I tried setting
HOME but it doesn't help.  Any idea?
