[PATCH] Fix prototypes of ellpadicL and ellpadicheightmatrix

Dear PARI developers,

The functions ellpadicL and ellpadicheightmatrix have a "p" in their 
prototype in src/functions, but they don't actually take a precision 
argument. Attached patch fixes this and passes make test-all.
