pkg-config support

while other items in that message were addressed
(https://pari.math.u-bordeaux.fr/archives/pari-dev-2509/msg00001.html), this one was not.
I have spent lately time fighting build systems unwilling to find
pari-gp in nonstandard locations, due to lack of said support.
Having such support, which is nowadays
standard across the NT landscape (gmp, mpfr, ntl, flint, primecount, etc have it)
is very desirable.
Would you consider merging such support, if developed?
(it's trivial with standard build systems like autotools or cmake, less
so in roll your own systems, but OK...)
